The Center for Health, Education, Economic Rehabilitation and Social Security (CHEERS) is a local NGO based in the FCT Abuja with a mission to support human right access to health care and education towards a healthy and informed poverty free society. CHEERS NGO is seeking applications from qualified and competent individuals to fill up the positions of program manager, project accountant, monitoring and evaluation officer and HCT officer.

  1. Organizational Development/Fundraising Advisor
Description:
  • Assists the organisation with performance, organizational, and leadership effectiveness needs.
  • Develops and implements management and leadership development programs.
  • Conducts assessments to determine measures required to enhance employee and organizational performance.
  • Provides strategy development and facilitation of employee relations efforts.
  • Performs special projects and other duties as assigned.
  • Develop and implement an effective fundraising strategy
  • Build relationships with donors
  • Detailed research of grant and contract funding requirement.
  • Develop fund raising proposals based on organisational capacity and needs, also in line with donor requirements.
  • Organise fund raising activities
Job Requirements:
  • Bachelor's degree, with master's preferred in organizational/industrial psychology, business, human resources or related field; supplemented with three (3) years of directly related experience. A professional certificate will be an advantage.

  1. Program Manager
Description:
  • The Program Manager will discharge his/her assignment under the guidance of the Executive Director, S/He is responsible for program planning, implementation, monitoring, and reporting of the projects implemented by CHEERS NGO.
  • S/He is accountable for judicious use of all resources entrusted to CHEERS NGO and other state sites;
  • S/He will participate in development of, and monitor work plans and budgets etc.
Job Requirements:
  • BSc in Social Science, Public Health or related field with at least 3 years relevant experience with international development programs which includes experience with HIV/AIDS program planning and implementation at the community or state level working with public and NGO sectors.
  • Experience in designing and implementing of public health/international development programs funded by international donors.
  • Extensive knowledge of health and development programming in a Nigeria.
  • Working knowledge of major donor policies (USAID, Global Fund) as well as international not-for- profit organizations.
  • Familiarity with Nigerian public sector health systems, NGOs and CBOs is required

  1. Project Accountant
Key Responsibilities
  • Manage the CHEERS NGO accounts system, review chart of accounts, generate reports as needed for project reporting, budgeting and forecasting.
  • Regularly update Quick Books, prepare bank account reconciliation and resolve account variances in compliance with all CHEERS NGO management and accounting policies and regulations.
  • Process expense reports, travel advances and retirements; prepare vouchers, review receipts and other supporting documentation to ensure accuracy before forwarding for payment.
  • Ensure that timesheets for project staff are properly completed, approved monthly, and maintain employee leave balances.
  • Prepare staff payroll and accompanying schedules (tax, pension) and ensure compliance with all project legal requirements, including employee taxes, pension fund contributions and VAT exemptions.
  • Ensure that all financial transactions are completed with high degree of accuracy, in full compliance with CHEERS NGO requirements, and within established timelines
  • Develop and document internal processes and controls and ensure compliance with all CHEERS NGO financial management and accounting policies and regulations.
  • Ensure timely and responsive communication with project, office and support staff and assist with the development and monitoring of the project budget.
  • Reconcile and track outstanding advances, update inventory logs, monitor projects expenses and track expenditures and accruals.
  • Provide support and guidance to program and other administrative staff in accordance with CHEERS NGO procedures
  • Travel to field offices, training sites and other field locations when required.
  • Develop and maintain an effective professional relationship with JSl's local banking institutions.
  • Engage in financial and related tasks as required by the Director of Finance.
Job Requirement:
  • A minimum of Bsc. in accounting and/or financial management.
  • At least 3 years of financial experience working in an NGO is required.
  • Experience with QuickBooks strongly preferred.
  • Proficiency in Microsoft Word and excel
  • Experience and knowledge of Nigerian tax laws.
  • Financial experience with an overseas-funded project.
  • Ability to take initiative and work in a team.
  • Excellent verbal and written English.
  • Monitoring and Evaluation Officer
Duties and responsibilities:
  • Keeps track of received data and source documents.
  • Prepares and sorts source documents, and identifies and interprets data to be entered.
  • Bring to the knowledge of the State program manager and the OD advisor questions that need to be solved such as inconsistencies or missing data by the originators of the source data.
  • Assist the program manger in providing support to sites, including interacting with site Program Managers, M&E focal persons, M&E officers of SACAs, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.
  • Assist in conducting routine monitoring visits to project sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
  • Work with the program manager to ensure that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
  • Assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.
  • Work with the program manager to document lessons learned and best practices in monitoring and evaluation, according to national guidelines.
  • Perform other duties as assigned.
Job Requirements:
  • BSc/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 2 years relevant experience in Monitoring and Evaluation or data management.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
  • Knowledge of health and development programs in Nigeria.
  • Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English communication.
  • Well-developed computer skills.
  • Ability to travel to project sites 25% time.

  1. HIV Counselling and Testing Officer
Description:
  • Facilitates all HIV counselling and testing static and mobile outreaches in line with national HCT guidelines.
  • Work with the program manager and M&E officer in the coordination of HCT projects at other project sites.
  • Organise sporadic HCT training for local staff and site volunteers including PLHIV
  • Work with the M&E officer to ensure timely submission of HCT reports to partners including the local SACA
  • Manages all HCT supply chain inventories and reporting to partners.
  • Coordinates effective HCT referral and collaboration systems with relevant stakeholders.
  • Coordinate and provide oversight to all post test club and PLHIV support group activities.
  • Qualifications and Skills Requirements:
  • BSc in laboratory Sciences, pharmacy, microbiology or relevant degree with at least 2 years relevant experience in HCT implementation.
  • Knowledge of national HCT algorithms, good laboratory practices and SOP
  • Familiarity with Nigerian public sector health systems with NGOs and CBOs is highly desirable.
  • Knowledge of health and development programs in Nigeria
  • Guides and facilitates all post test club and PLHIV Support group activities
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HCT.
